The Lowry City Council Meeting was called to order on August 6, 2026 at 7:00 pm by Dan Sutton with the Pledge of Allegiance.

MEMBERS PRESENT:

Approve July’s minutes, Treasurer’s report, pay bills Ck 14131- 14160 and payroll checks 3038 to 3043. Motion made by Virgil to approve consent agenda; second by Trish. All voted aye, motion carried

VISITOR’S COMMENTS:

 

Bryan Bye (Widseth)- The watermain project (including Poplar) is still holding for Railroad permits and approval. Well project- looking for authorization to open bids. Motion made by Virgil, second by Trish. All voted aye, motion carried.   

Mary Johnsrud- Applied for permit to build deck. Motion made by Trish, second by Virgil. All voted aye, motion carried.

Jenny and Kevin Kluver- Looking for information on sewer/ water hook ups on land within city limits on East Highway 28. With email Widseth to get requested information.

 

OLD BUSINESS:

 

NEW BUSINESS:

City has been having many issues with mower breakdown, recently repaired. Thoughts to replacing mower held off as season is almost over. Proposal to purchase trailer for Fleet Farm to transport mower. Motion made by Trish, second by Virgil. All voted aye, motion carried.

 

Thoughts to purchasing Winners Spruce trees for park/ ball field. Cost is about $265 a piece. Jackie will work on grant funding. Moved to next months agenda.

 

Consideration given to placing radar sign on Highway 28 heading East. Jackie will see if any other grants available to help cover the cost

OTHER ITEMS OF DISCUSSION:

 

 

State statute change requires city website to move from .com to a .gov. Asked if any changes were wanted to set-up and display of current website. None were mentioned.

Lowry City Council

July 7, 2026

 

The Lowry City Council Meeting was called to order on July 7, 2026 at 7:00 pm by Dan Sutton with the Pledge of Allegiance.

VISITOR’S COMMENTS:

 

Bryan Bye (Widseth)- The Well and Poplar project plans were certified to the PFA by deadline. Still waiting for grant approval.  

Concerns were brought to the attention of council by Chuck Petersen regarding the condition of the Poplar Streets. Because the plans are pending grant authorization, and involve the streets, the city is unable to approve a project for a temporary fix. 

 

Jon Larson- Request for permit to build a new garage. Motion made by DJ, second by Virgil. All voted aye, motion carried.

 

OLD BUSINESS:

Budget meeting was set for August 13th at 6:00 PM.  Motion made by Virgil, second by DJ. All voted aye, motion carried. 

 

Renewal is coming up for cloud storage for radar sign on 114. Decided on a 3 year contract.  Motion made by DJ, second by Virgil. All voted aye, motion carried.  

 

Question to hire Brian Kramber to cut brush down at the City Park. Motion made by DJ, second by Virgil. All voted aye, motion carried. 

 

Some trees need trimming along roads in town, question to hire out the job. Fire Department already has plans to trim.

 

City mower has had multiple flat tires from mowing City Park. Proposal to purchase tubeless/ airless Michelin tires is happens again. Approximate cost would be $1,500. Motion made by DJ, second by Virgil. All voted aye, motion carried.

 

Plant Black Hill Spruce trees at the ball park to offer coverage for baseball games. Motion made by DJ, second by Virgil. All voted aye, motion carried.  

OTHER ITEMS OF DISCUSSION:

 

 

Many sewers have had flooding with summer with the rainy weather. Question if there is a local person we can call if not major enough for Johnson Jet Line. We do have a contract with JJL, but can have the kids that pick up sticks/ leaves check for superficial blockages.

Reminder that the Affidavit for Candidacy will open for 2027 election on 7/14/26. Current positions on the ballot are: Mayor, Council Member (2), and Treasurer.

CONSENT AGENDA:

Approve May’s minutes, Treasurer’s report, pay bills Ck 14067- 14091 and payroll checks 3026 to 3031. Motion made by Virgil to approve consent agenda; second by Trish. All voted aye, motion carried

VISITOR’S COMMENTS:

 

Bryan Bye (Widseth)- Reviewed draft resolutions. #220- need to increase utility rates to meet funding. #221- concerning need for cash reserves. Will need to formally acknowledge review. Bryan will email. Also discussed that the plans for the well project are on track and bids should open this year. No update on Poplar project at this time.

 

Wayne Chan- questions about Homestead credit, council directed him to speak with the County.

 

OLD BUSINESS:

Resolution #218- Liquor License Entities Serving at community center events- confirmed with Lowry Insurance that license holder insurance would cover damages. Restructured the rental agreement requiring damage deposit. Motion made by DJ, second by Trish. All voted aye, motion carried.  

NEW BUSINESS:

Resolution #219- Submission of question to ballot- Plan A City Government. Resolution states that the question will be added to the election ballot asking if the city should transform to a Plan A city of government, allowing for appointment of clerk and treasurer positions. Motion made by Virgil, second by DJ. All voted aye, motion carried.  

 

City Maintenance Truck- There is an opportunity for the city to purchase a used pick up truck to use for maintenance. Cost is $2,000. Motion made by Virgil, second by Trish. All voted aye, motion carried.  Will check with Lowry Insurance regarding insurance coverage.

 

Building Permits- Lowry Manufacturing. LMC applied for two building permits. One for cold storage and one for welding space. Motion made by DJ, second by Trish. All voted aye, motion carried.

 

NextGen WB/DB Flex Read- Support is no longer being offered for old system support. Need to upgrade to avoid additional charges. Motion made by DJ, second by Trish. All voted aye, motion carried.

 

FD Fema Grant- FD is applying for a FEMA grant for turn out gear and Wildland PPE. Invoiced for grant writing. Motion made by DJ, second by Trish. All voted aye, motion carried.  

OTHER ITEMS OF DISCUSSION:

 

 

 Discussion was had to clarify reimbursement for soda bought by the FD. After conversation with auditor, he stated that it meets public purpose and can be reimbursed through the city account.

Utility Assessments- Accounts were not credited in a timely fashion for 2026. Jackie working on figuring out billing discrepancies and will revisit.

VISITOR’S COMMENTS:

 

Bill Stark- Applied for permit to add a 6 x 20 deck. Motion made by Virgil, second by DJ. All voted aye, motion carried.

Also came to discuss run off water causing damage to his property. Will continue to investigate.

 

Andrew Lemcke- Came to discuss possible incomplete restoration of his driveway access after highway project. He was provide contact information for MNDOT to discuss his concerns.

 

OLD BUSINESS:

Discussion on where we stand with Dodds Construction permit. Understood that he still needs to provide a plan for sewer line problem to council.

NEW BUSINESS:

Resolution #218- Liquor License Entities serving at Community Center Events- Concern for damage responsibility. Will confirm coverage with Lowry Insurance. Re-visit topic at June meeting.

 

Fire/ First Responder Contracts- Have received signed copies for Lake Mary, Minnewaska and Ben Wade townships. Also fire contract for Reno. These contracts are for 2027/2028. Will mail out signed copy to townships.

 

Executive Sanitation- Wondering when they should hook up portable toilet. Discussion held and decision to get second toilet and move the handicap facility closer to the warming house for better access. Motion made by DJ, second by Trish. All voted aye, motion carried. Will let ES know to hook up when available.

 

Record Retention- Elin and Jackie have set a date to inventory old records. Contact was made with shredding company and can pick up when they are in town. Motion made by DJ, second by Trish. All voted aye, motion carried.

OTHER ITEMS OF DISCUSSION:

 

 

 Discussion was had about getting another dumpster for clean up day in Lowry. Will reach out to TKI for cost. Also discussed TKI’s clean up day will be May 16th.

Contact was made with Lundblads to clean up the plot at the park where the shed used to be.

Dan had a conversation with Amber H about wishes for playground equipment at City Park. She expressed safety concerns about high structures at Community Center park. Will see what we can do to ensure safety for younger kids.

VISITOR’S COMMENTS:

 

Kevin Kluver- LFD looking to buy 500 additional feet of hose (2,100-3,800) and divider for pumper truck (680) Motion made by Virgil, second by DJ. All voted, aye motion carried.   Kevin also talked about future plans to replace lights in fire hall with LED. Will continue to look into grants. Will need to obtain at least three bids.

On a personal note, Kevin asked about water/ sewer access on Highway 28 North of town. It was discussed and determined that the pre-existing wells are no longer operational.

 

Mitch- Lowry PD- Switching to a new records system within Central Square (same program currently using, different module) Cost should be about the same. Motion made by Virgil, second by DJ. All voted aye, motion carried.

 

Ashlynn Jensen- looking to earn a badge for girl scouts. Presented three different projects she hoped to complete; Build a tractor with wood tires and a pallet garden for City Park and build “Carpet Ball” to be stored and played at the community center. Would store near awning. Motion made by Virgil to pass all three projects, second by DJ. All voted aye, motion carried.

 

Andy Jergenson- Looking to get a gambling permit for Ducks Unlimited banquet to be hosted at Mamma G’s on May 18th. Motion made by Dj, second by Trish. All voted aye, motion carried.

OLD BUSINESS:

Dan talked about Widseth’s potential plans for Poplar Street. PFA grant would cover the cost of curb and gutter where the water services cross. After further discussion, consideration is being made to create sump pump connections at each property and adding drain tile beneath the curb. No decision was made on these projects.

 

Fire/ First Responder Contracts- Have only received signed copies for Minnewaska and Ben Wade townships. Kevin was present and will check with fire townships. These contracts are for 2027/2028.

 

Centerpoint Energy Permit- Received request for Centerpoint Energy to complete work at a residence on Maple Street. Motion to approve permit was made by DJ, second by Trish. All voted aye, motion carried.

 

 

OTHER ITEMS OF DISCUSSION:

 

 

After reviewing Public Purpose, it was determined that soda cost reimbursed from the LFD account need to be reimbursed through Relief. Spreadsheet with cost provided.

Received multiple complaints about roaming/ stray dogs in town. Will post a reminder on Facebook and reference City Ordinance outlining consequence.

 

Jackie spoke about the LMC Workshop conference at Arrowwood in Alexandria. Discussed recent law changes allowing remote city council meetings and requirements. Will continue to discuss.

Continuing research on City Clerk/ Treasurer position. Discussed Statutory Standard Plan City vs Plan A. Will continue to research and reach out to city attorney.

Resolution #217- DNR Grant

 

Applying for DNR grant requires Resolution from City of Lowry. This is a 1:1 grant, so the city determined to commit matching the grant to $75,000 for a total of $150,000. DJ made a motion to accept the Resolution and amount, second by Trish. All voted aye, motion carried.

VISITOR’S COMMENTS:

 

Brian Bye- Widseth- Talked about future project on Poplar and Highway 55. Project could potentially add sewer to watermain project on North Poplar, to be covered under the loan. Project is still pending state approval. Plan to upgrade hydrants by the elevator and baseball fields. Consideration about adding underground sump pump pipes for Poplar Street to help with summer flooding. Also discussed future plans for placing sidewalk on Isabella and North Poplar for park entrance.  

OLD BUSINESS:

Discussed previous issue with daycare parking, county considering replacing stop signs to aid in traffic. No further issues have been shared regarding parking situation.

Discussed utility bill assessments. One account was taken care of so far.

NEW BUSINESS:

Ken W presented to raise pension for fire department from $1900 to $2400 yearly.

Motion made by Virgil, seconded by Jackie. All voted aye, motion carried.

 

PFA Resolutions regarding loans for watermain project and well replacements. Motion made by Virgil, seconded by Jackie. All voted aye, motion carried.

 

Discussed possible complication with city ordinance 111 separating clerk/ treasurer position. Still waiting to hear back from attorney on next steps. Will move to next month’s agenda.  

 

 

OTHER ITEMS OF DISCUSSION:

 

 

Pope County Humane Society is looking for donations. Through discussion decided we are not able to donate as we are not a non-profit organization.

 

Talked about struggles with Open Gym. Jackie will volunteer to supervise one night a week depending on need to keep hours more consistent.

VISITOR’S COMMENTS:

 

Zinke’s Busy Bees Daycare – concerns with traffic at 4-way stop by daycare, city garage, fire dept and bank. Would like to designate two parking spots in front of daycare for safe pickup and dropoff of children. Dan will talk to the city attorney to see if the city can legally designate parking spaces to a business and also talk to the county about options with traffic safety at the 4-way stop.

 

Brian Koehn – presented results of 2024 city audit.

OLD BUSINESS:

Radar signs – will be installed and programmed soon.

 

Park – upgrades will be a priority this summer. Will look into grants available from DNR for walkways and other features.

NEW BUSINESS:

Mileage Rate - $.725 per IRS 2026 guidelines

Motion made by Virgil, seconded by DJ. All voted aye, motion carried.

 

Elin proposed moving the city’s accounting system from ASYST to CTAS. Most small cities in MN have moved to CTAS which is software provided by the state auditor’s office. It should simplify procedures and there is a cost savings. Motion made by Dan and seconded by Virgil to move forward with CTAS, retaining only the utility billing module in ASYST. All voted aye, motion carried.

 

Elin proposed changing the city’s accounting method from cash to accrual on all accounts other than water and sewer, where accrual accounting is required by MN PFA due to bond requirements. Moving forward with a hybrid method will simplify accounting and time spent on the annual audit. Motion made by Virgil and seconded by DJ to move to the hybrid method effective 1/1/2025, which will be reflected in the 2025 audit. All voted aye, motion carried.

 

Brian Koehn will update the city’s engagement letter to reflect the cash/accrual hybrid method for the 2025 audit.

 

Amendment to Resolution #120 – Separating City Clerk/ Treasurer, Delegation of Authority. Motion made by DJ to accept changes, seconded by Virgil. All voted aye, motion carried.

 

Record Retention – Shredding – need to review the state’s record retention schedule and ensure we are in compliance. Once that is verified we can look into using the same shredding service as the bank when they are in town.

 

Discussion regarding purchasing a new stove for the community center. Motion made by DJ to move forward, seconded by Virgil. All voted aye, motion carried.

OTHER ITEMS OF DISCUSSION:

 

 

Troy negotiated with Hawkins not to pay the storage tote fee which will provide savings for the city. Discussion regarding getting a pallet jack for the city garage for moving storage totes when needed.

 

Anonymous donation through West Central Initiative for park – Thank you card signed and mailed.

 

4H – Open Gym: Changing to only Sundays from 5-7 due to other commitments. Struggling to get volunteers to help.

 

Elin distributed MN PFML notices to city council members.

Sent City Ordinance #113 City Council Salary to Pope County Tribune. Will run for two weeks and be ready to vote in December, effective January 1, 2026.

 

Clerk is preparing delinquent utility bills to be assessed on taxes. Will be sending out certified letters this week.

 

Liquor license paperwork has been dropped off at Mamma G’s and the Legion for 2026.

Tiana Lane/ Andrew Brush- Looking for clarification on parking vehicles. Was told she was unable to park on the side of the street by unknown resident, City Ordinance #112 and state law prevent her from parking in her driveway as it impedes sidewalk. Will check prospected bus route for school year and determine if street parking will be a viable solution. Will also check for any laws/ ordinances preventing street parking near a bus stop. Also complaint about bright alleyway lights, will talk to electrician about dimming.

David Dodds- Looking for feedback from City Council regarding project idea of storage sheds on his property off of Highway 55. Encouraged to create some plans and present to City Council at earliest convenience.

Overdue Utilities- Many residents set up payment plans after receiving notification of water shut off.

The Lowry City Council Meeting was called to order on March 4, 2025 at 7:00 pm by Mayor Dan Sutton with the Pledge of Allegiance.

MEMBERS PRESENT:

Dan Sutton, Virgil Coziahr, Jackie Olson, DJ Ashler

MEMBERS ABSENT:

Trish McCrory

CONSENT AGENDA:

Approve February’s minutes, Treasurer’s report, pay bills Ck 13518- 13536 and payroll checks 2910 to 2917. Motion made by DJ to approve consent agenda; second by Virgil. All voted aye, motion carried

VISITOR’S COMMENTS:

OLD BUSINESS:

DJ talked about kitchen remodel plans, still in the planning stages, nothing concrete.

The little library will be fixed from wind damage.

 

NEW BUSINESS:

 Planning project to resurface the community center parking lot, will try to coordinate with other community projects.

 

OTHER ITEMS OF DISCUSSION:

 

 

Request from Pope County Land/ Resource Management for comments regarding new business opening on Highway 55. Will clarify with sender expectations.

 

Mention of looking into getting a second computer/ laptop for office use. Will get more details of what this would entail/ cost.

 

 

Next regular meeting April 1, 2025 at the Community Center at 7:00 p.m.
